Interesting video though even I would have guessed the problem was with the floating barge. CAW

they should've just leave the section horizontal or near horizontal on a barge, float it down the river to the site and then use landbased cranes on each side of the bridge if they still want to do tandem lift because of lack of space for a bigger crawler land based crane on one side. Heavy cranes on barges are just accidents waiting to happen
Btw, what are they two crane models, just in case i want to recreate this? lol... what 700 and 400 ton cranes?
